Abstractresumo This manual demonstrates a way of appliying the systems approach to Planning, Organization and Control of Projects. Concepts and procedures of General Systems Theory, stages of the Systems Engineering Process, Planning Techniques and the Characterization of Systems, and topics of Organizational Structure, O & M and Control are furnished. Consideration is given to decision making in the Systems Engineering Process. Concepts, formal structure and examples of the use of Systems Analysis are presented. A practical approach is adopted and individual examples are furnished throughout the text. In addition, a final complete example is given of the planning of the Data Bank System of the Institute of Space Research. resumo Este manual demonstra uma maneira de aplicar a abordagem de sistemas para Planejamento, Organização e Controle de Projetos. Conceitos e procedimentos da Teoria Geral dos Sistemas, etapas do processo de engenharia de sistemas, técnicas de planejamento e caracterização dos sistemas e tópicos da estrutura organizacional, O & M e Controle são decorados. Consideração é dada à tomada de decisão no Processo de Engenharia de Sistemas. Conceitos, estrutura formal e exemplos do uso de Análise de Sistemas são apresentados. Uma abordagem prática é adotada e exemplos individuais são decorados em todo o texto. Além disso, um exemplo completo final é dado do planejamento do Sistema de Banco de Dados do Instituto de Pesquisas Espaciais.
